Scott's field goal was set up by Derrick McMahen's interception of a pass by NDSU quarterback Nick Mertens, giving Wyoming (2-1) the ball on the Bison 28 yard line with 1:28 left.
All of Wyoming's points came in the second half after NDSU had scored the game's first 13 points.
Wyoming's struggles on offense, which gained just 216 total yards and scored no touchdowns in a loss the previous week against Air Force, continued into the game against NDSU (2-1). In the first half against the Bison, the Cowboys were plagued by penalties, sacks, dropped passes and a fumble. They gained just three first downs and 78 total yards.
NDSU, meanwhile, gained a 10-0 halftime lead on a 3-yard touchdown pass from Mertens to Tyler Jangula and a 34-yard field goal by Shawn Bibeau.
Wyoming's first offensive touchdown in six quarters.
Scott finished off two other Wyoming drives with a pair of 28-yard field goals to tie the game.
Mertens led the Bison with 215 yards passing and one TD.
Wyoming was the fifth team in the Football Bowl Subdivision, formerly Division I-A, that the Bison have played since NDSU moved up from Division II to the Football Championship Subdivision, formerly I-AA. NDSU is now 3-2 against FBS schools.
