NEW YORK (AP) – Ballot and comments from AP Pro 32 panel voter Clark Judge of CBSSports.com:
CLARK JUDGE (CBSSports.com)
1. New York Giants – Last time I checked they’re still defending champions.
2. Green Bay – Only reason Pack didn’t make it last year was Team No. 1.
3. New England – Pats look better than team that won AFC in 2011.
4. San Francisco – Defense matters, and 49ers proved it.
5. Houston – Let’s see what happens with Matt Schaub back in lineup.
6. Philadelphia – I’m with Michael Vick; these guys are locked and loaded.
7. Pittsburgh – Steelers back on top of AFC North again.
8. Chicago – Offseason moves make Bears legit playoff candidates again.
9. Baltimore – I don’t know how Ravens overcome loss of Terrell Suggs.
10. Atlanta – Bounty scandal means Falcons move to top of division.
11. Denver – I’ll give Peyton the benefit of doubt, but I’m skeptical.
12. Seattle – Trust me, these guys will push 49ers in NFC West.
13. Cincinnati – Could squeeze Baltimore and Pittsburgh at top of division.
14. San Diego – There’s a sense of urgency here; now Bolts must act on it.
15. New Orleans – Still have talent, but loss of head coach too much to overcome.
16. Detroit – Bears move up, Lions move down in NFC North.
17. Tennessee –Could push Houston if Chris Johnson returns to form.
18. Dallas – Third-best team in NFC East.
19. Buffalo – Big offseason moves, but still must beat New England.
20. Arizona — Could make move to top of division if it finds a QB.
21. Kansas City – Waiting to see which Matt Cassel shows up.
22. New York Jets – Too many distractions, not enough rushing to take step forward.
23. Carolina – Still third-best team in its division.
24. Washington – RG3 must overcome history of Beltway failures.
25. Miami – Not sure where the points are going to come on offense.
26. Oakland – It’s all up to Darren McFadden, but he’s injury waiting to happen.
27. Tampa Bay – New coach Greg Schiano must get Josh Freeman back on track.
28. St. Louis – Jeff Fisher will make difference, but he’s not miracle worker.
29. Indianapolis – Colts starting over; one step above an expansion team.
30. Minnesota – Biggest problem: division where Vikes are fourth-best team.
31. Jacksonville – Now we find out if Blaine Gabbert can play.
32. Cleveland -Offense will struggle again and so will Browns in AFC North.
