JACKSONVILLE, Fla. (AP) - Jacksonville Jaguars receivers Justin Blackmon and Cecil Shorts III are active and starting against San Diego.
Chargers receiver Eddie Royal also is active.
Blackmon (hamstring), Shorts (shoulder) and Royal (toe) had been listed as questionable for Sunday's game. They worked out two hours before kickoff and were cleared to play. Royal missed practice all week.
San Diego's inactives include linebacker Donald Butler (groin), who had been listed as doubtful. Others: quarterback Brad Sorensen, safety Brandon Taylor, offensive tackle Nick Becton, guard Steve Schilling, guard Chad Reinhart and linebacker Josh Johnson.
Jacksonville's inactives: quarterback Blaine Gabbert, receiver Stephen Burton, receiver Ace Sanders, cornerback Jamell Fleming, guard Jacques McClendon, offensive tackle DeMarcus Love and defensive end Jeremy Mincey. Gabbert (hamstring), Burton (concussion), Sanders (concussion) and Mincey (concussion) were ruled out Friday.
