PHOENIX (AP) – An Associated Press analysis of the 51 youth concussion laws in each state and the District of Columbia finds that fewer than half contain all of the key principles of the model legislation.
The laws were pushed for by the NFL after Washington state passed the first bill in 2009.
About a third of the laws make no specific reference to which ages or grades are covered. Even fewer explicitly apply to both interscholastic sports and rec leagues. Certain laws cover public and private schools, while some don’t specify.
Almost all lack any consequences for schools or leagues that don’t comply.
The man in charge of the NFL’s lobbying efforts, Jeff Miller, says the NFL made compromises, but adds the main goal was to ”get something in place.”
